Risk policy: the scorecards, per department

Every corridor has its own signal set, its own owner, and its own recovery physics. Signals sum on the log-odds convention (+15 doubles the odds), map to P(flag), and gate on expected loss. Grades update live from your own ledger.

Weights are convention-anchored today and re-calibrated from your own history after the first shadow week (baselines use median/MAD, so they can't be poisoned by outliers). Every signal is itemized on the action card as a reason a human can argue with — never a black-box probability.
